Why You Can't Get a Pakistani Passport

1 — The embassy does not issue passports

The embassy requires that you give up your protected status before it will issue a passport. That would mean: Risking your residency status —with no guarantee of a passport.

The law does not require this. In your case, obtaining a passport is subjectively unreasonable within the meaning of the tiered approach.

Some people receive neither a blue nor a gray passport—but only a passport substitute. The embassy will not process a national passport without a NICOP or CNIC. Without a Pakistani pre-passport, the application must be processed through the affidavit procedure: a sworn statement plus two Pakistani witnesses with valid identification.

Do I need a written denial from the embassy?
No. The Pakistani Embassy does not issue a certificate of no objection. However, the information is available on the embassy’s official website. The required proof is provided by submitting the issued ID card and the application for a national passport.
What is the difference between an ID card and a national passport?
