What was the problem?
After the Taliban seized power, it remained unclear for a long time whether newly issued Afghan passports were valid.
Documents issued on or after April 10, 2025, were particularly affected. These were not recognized in many proceedings, with consequences for:
- Naturalization procedure
- settlement permits
- Extensions of residence permits
As a result, many Afghans were unable to take steps to secure long-term residence.
What's new now?
According to the current ministerial letter, the following applies:
Afghan passports applied for and produced via the Consulate General in Bonn are once again recognized.
In concrete terms, this means
- The Afghan passport from Bonn can once again be used for Naturalization Settlement permit
- The previous uncertainty regarding recognition has been resolved for these documents.
- Applying for a passport in Bonn and Munich is once again legally relevant.
We have learned from feedback from our Afghan community that applications for Afghan passports will once again be accepted in Berlin in the future.
A specific start date has not yet been set. The passports are to be produced in Bonn.
👉 There has been no official, nationwide confirmation as yet. Whether and when applications will be accepted may vary depending on the office and appointment scheduling.
What documents are required to apply for a passport?
At least one of the following documents is required to apply for an Afghan passport:
- an expired biometric Afghan passport
- or a certified tazkira
- or an eTazkira
Many affected individuals do not have these documents or are unsure how to obtain them.

Other options for applying for a passport
According to the available information, the following additional options are available:
- Passport applications can be made in Dubai (also online)
- eTazkira procedure can also
- in Abu Dhabi
- or be carried out directly in Afghanistan (by an authorized person)
These options may be particularly relevant if it is currently not possible to apply in Germany.

A valid passport is a key document in Germany, especially for:
- the Clarification of identity
- the Naturalization
- permanent residence
The new clarification creates greater legal certainty and opens up new possibilities for action.
