There’s a lot of talk about Syrians in Germany right now. What many people don’t know: Their situation isn’t as secure as you might think.

Protective title = no permanent protection

If the political situation changes —and that is exactly what is currently being discussed— the authorities may revoke your protection status. It does not matter whether you have refugee status under Section 25(2)(3) or subsidiary protection under Section 25(2)(4).

A permanent right of residence may be revoked

The Settlement permit issued based on your title of protection. If the title of protection is revoked, the basis for the permit is also revoked—in two cases:

Dual citizenship for Syrians – will it be abolished?

CDU/CSU politicians are calling for a suspension of dual citizenship for Syrians. But: The facts tell a different story.

What is being discussed?

CSU politician Stephan Mayer wants to ensure that Syrians no longer receive dual citizenship. He says: “If we’re talking about deporting Syrians, then they don’t need two passports.”

What are the current rules?

There is no bill. Dual citizenship has been enshrined in law since June 2024. That still applies. A rule applying only to Syrians would likely not be permitted—because the law states that all people must be treated equally.

What many people don't know

Even before 2024, Syrians could already have two passports. The law stated: If it is too difficult to surrender the old passport, then one may keep both. Syria is in the midst of a civil war—which is why it was too difficult for Syrians. Furthermore, recognized refugees were not required to surrender their old passports anyway.

What is a change of purpose?
You are exchanging yourResidence permit e.g., Section 25) for a permanent Residence permit— —for example, for work, vocational training, or study. After that, your right to stay will no longer depend on the situation in Syria. It cannot be revoked.
Can I be deported if I have refugee status?
As long as your protection status is valid, you cannot be deported. However, if the situation in Syria changes, the authorities can revoke your protection status and review your case from scratch. This is exactly what is currently being discussed at the political level. That is why it makes sense to change the purpose of your stay.
Can I travel to Syria after changing the purpose of my trip?
Yes. If you travel to Syria while holding a temporary residence permit, you risk losing your right to stay. Once your status has been changed, you will have your own Residence permit you can travel without risking losing anything.
Can my family come to Germany?
Yes. After a change of status, your family will receive their own Residence permit. This is not dependent on your protection status—which means your family is also protected.
Will dual citizenship be abolished for Syrians?
There is currently no draft bill on this matter. Dual citizenship has been enshrined in law since June 2024. A special rule just for Syrians would be legally difficult because the Basic Law treats all people equally. Furthermore, Syrians could already hold two passports before 2024—because renouncing Syrian citizenship was not possible due to the civil war.
What do I need to apply for the EU Blue Card?
A recognized university degree, an employment contract, and a gross annual salary of at least €50,700 (as of 2026). In certain professions (IT, engineering, medicine), a lower threshold of €45,934 applies. Important: Your protected status is not grounds for denying the Blue Card.
How long does the Naturalization take?
You must generally have lived in Germany for at least 5 years. You also need: German language proficiency at the B1 level, a steady income, and a clean criminal record. The processing time at the authorities is additional—and can take anywhere from several months to over a year, depending on the city.
